In an effort to prevent al-Qaeda terrorists from acquiring Libyan weapons, the National Transitional Council (NTC) launched a buy-back initiative, DPA reported on Wednesday (September 7th). A commission in Tripoli is also registering weapons and issuing the bearers with permits, NTC Paris envoy Mansour Saif al-Nasr told the German press agency on Wednesday.

"Once security is established, we will recover all the weapons," he said. Rebel fighters unwilling to disarm will be invited to join the army, al-Nasr said.
