Mourad Medelci was born on April 30th 1943 in Tlemcen, Algeria. He received his Bachelors degree in Economics from the University of Algiers in 1966 and his Masters degree in Economics from the same institutions in 1968. From 1970 to 1980 he worked in the private sector with companies and organizations including Sonelgaz, the French-Algerian Industrial Co-operation Organisation (O.C.I.) and the National Tobacco and Matches Society (S.T.N.A). In 1980, he entered into public service as Secretary-General of the Ministry of Commerce. Between 1988 and 2002, he held a number of government posts including Minister of Trade, Deputy Minister for the Budget and Minister of Finance. He advised President Abdelaziz Bouteflika from 2002 to May 2005 when he became Minister of Finance for a second time. Medelci served in that position until he became Minister of Foreign Affairs on June 4th 2007. He is married with five children.
