Algeria’s transport ministry examines new measures to reduce road accidents

Algeria’s National Safety Services have proposed a series of new measures to the Ministry of Transportation, designed to reduce the number of road accidents in the country, El Khabar reported on Monday (August 27th). The proposal calls for the establishment of a points system for drivers' licenses and the adoption of a national record-keeping system for drivers, cars and offences, Road Safety Director-General Aissa Naili told El Khabar.

Algeria has the highest accident rate in the Maghreb and is 4th in the world. According to National Police records, there were 1,600 traffic-related deaths and 1,900 injuries in the first half of 2007. Between August 22nd and August 25th, 29 people died and 87 were injured in road accidents, Civil Defense officials said Saturday.

I thank all the initiatives adopted to reduce road accidents, except the recent decision or in other words the farce of the highway between the province of Algeria from Raghaia to Tebessa. The main cause of road accidents is that driving schools, their bargaining and claim of bribery in order to get the driving licence and raising the price of taking the exam in a chaotic way at prices which help the owners of these schools with teaching candidates properly. Even if they do teach them, they do it at a short and inadequate time: 10mn, 15mn or 20mn at the most. Thank you.

The causes of road accidents can be summed up in the following items: 1- the traffic education which is missing in the Algerian driver. 2- The training method which lacks organisation and order and lacks methodology for teaching traffic laws and driving rules. 3- Absence of dedicated areas for teaching and the necessary equipment, including traffic signs and lights. 4- Teaching hours for the traffic law and driving are insufficent. 5- wearing away of roads, the spread of chaotic hills to slow down traffic which hinders learning because of all the holes and trenches. 6- Presence of traffic signs in inappropriate areas and improper in the places where they are installed. 7- Absence of training of trainers and organisation of study days featuring new teaching methods and taking into consideration interesting opinions. 8- The way in which roads are built, especially the curves, which don’t respect international standards. 10- Insufficient road control of security officers moving through highways. 11- Arrogance of some drivers who have luxurious cars. 12- Nervousness of the Algerian driver who makes no compromises to others to avoid accidents. 13- Absence of courses in psychology when the traffic law courses are presented and highlighting the real risks of accidents and the legal and lawful responsibility of the driver in these accidents and the causes thereof.

I would like to add a comment about road accidents and the psychological role associated with the phenomenon. The general feature of individuals has an important role in these accidents. So does the strong inclination behind deepening concern and psychological problems which individuals carry in the street. These things might create a deep impact in terms of carelessness, high blood pressure, a feeling of faintness sometimes and related symptoms. This alwyas makes the individual prey to these accidents. Therefore, there should be a consideration of these symptoms which might lead to serious accidents and the ruin of individuals either by direct death or slow death as a result of recklessness and negligence of safety goals. The most causes of traffic accidents are attributed to driving schools charging them with all the responsibility of what happens in our country. In my personal opinion, there are many causes for the accidents. The owners of driving schools couldn’t bargain about the driving licence if the trainees don’t come to these schools instead of others which work according to law. Such words are just a pretext to get the licence. There are also many causes of accidents such as the old cars, violations during technical inspection, impracticality of roads, lack of control on roads by using modern methods such as the radar…Therefore, there are many causes for the road accidents. In order to prevent them, all the available powers, material and human tools should be used with the conviction that change to the best is possible. Thank you.

Driving schools aren’t the cause of road accidents. The first and main cause is the recklessness of drivers. They don’t respect traffic, drive at a high speed and the increasing number of vehicles. In my opinion, sanctions should target everyone without exceptions. Fines should also be raised for infractions. Teaching traffic rules should be generalized at college and high school so that we create a generation well-educated about traffic from an early age. In my quality of director of a driving school, I think that the causes of traffic accidents are the sale of licenses without training and without taking the exams. I ask the minister of transport to investigate in exam records of the directorate of transport and driving schools. For example in my school, in 2008, success rate is 35% but in some other schools it is 90%.

The solution is a direct fine which should be doubled to the maximum only for careless drivers. Hi all- If the minister had not first changed and re-changed the minimum age to get a driver’s license, there would not be so many accidents. Indeed, if someone likes driving at a young age and then, when he is 18 years old, they get a license, then BAM! Because of his excitement, he is going to make a mistake and there you have it: an accidents. Moreover, in my opinion, the minimum age should be reduced 17 or younger. If possible, make the driver’s license something boring so that, in the beginning, we get a lot of young people but, after a short while, you will notice that the number shrinks overall. Oh, one more thing: if we were to make roadways for crazy young people that would prevent them from driving full throttle on the highways. That is all.

I'm a candidate to take the driving license exam but I am subject to the pressures of the owners of the driving school to facilitate the exam for candidates. I am also disturbed by candidates. They know nothing and ask you to help me as they say they are fed up with the driving license but in reality, having to pay 1000 dinars for the exam. This money has no legal foundation. The only concern of the director of the school is money and maintain the car in a good condition. But the concern of the poor candidate is to pass. He knows nothing. The candidate is confused. If license applicants want to learn to drive, then they should be required to go to driving school. They would pay for the lessons, because, unfortunately, almost all applicants are under pressure to get their licenses by whatever means possible. Driving school is a service provider that has no direct relation to their passing the exam or not: it teaches students what they need to know. The examiner is the one responsible for them obtaining the license. The applicants are not accountable to anyone at all when they get their license. They can go however fast they want without being accountable. They are Boujadi and they ought to be subject to his driving instructor’s instructions for a certain amount of time. This is road terrorism!

They are honest directors of driving schools who do their jobs in the best way. It is not logical to hide the sun with the sieve and charge driving schools with all accidents which happen on Algerian roads. We shouldn't forget security officers and their violations of law, withdrawing driving licenses which increased bribery. In order to restore back license, you have to pay a significant amount. Therefore, I suggest that honest police officers be granted all powers within law by providing them civil unrecognized cars and assign them to roads in order to control reckless drivers and implement law on the site so that there will be no intervention or favouritism.

On the other hand, they don't resist in the face of corruption and legal manipulations (bribery and favouritism). The examiner is the victim of pressures, temptations, threats of expulsion and even death. Driving schools are also victims as they are heard only if they pay. Those who pay more decide more. We heard many times about selling and buying legal documents. We read very often in papers about bribery and the plan of this side or the other. Terrorism of the administration has often hindered development projects and deprived people with rights from their rights established in the constitution. Everyone understands because it is the driving license or the theft license concluded between the oppressed citizen and driving schools which have become expert in bribery, eating money of others wrongly on the one hand and engineers (just by name) because they don't belong or understand anything in the science and world of engineering. They are only good in extortion and stealing citizens whose only concern is to get the driving license at any price. This is at the detriment of their skill and learning driving. Finally, the institution gets a new form of terrorists. Yes they are criminals, terrorists of road and traffic safety. Hence we logically understand that bribers and those who receive bribes are cursed. They commit their crimes in the fabric of an Algerian institution based on non competency, fraud and deceit. This leads often to taking souls of innocents, losses in equipment and insurance contract.

I say we are distant from traffic education. We miss a general system in which everyone works from his post to avoid traffic accidents. We must all fight road accidents. However, the citizen must assume his role and everyone must assume his responsibility before the civil society and before God. I think that corruption is the main cause of road accidents. A big number of Algerian people are involved in corruption. So when will consciences wake up? The examiner cannot impose his opinion on the whole people because the people are involved. The president of the traffic office cannot stand in the face of the people. The responsibility is the responsibility of everyone. In order to get rid of traffic accidents, there should be a collective conscience that would stand in the face of all inappropriate acts which emanate from the director of the driving school, the examiner, the president of the traffic office or even the director of transport. Dead consciences should wake up. There are many deterring laws but to no avail. The real problem lies in the implementation of these laws with the participation of the Algerian people. There is so much debate about road accidents without finding a solution to this problem which has become a terrific obsession for everyone. Everyone speaks and deplores them without any solution. He beats me and he cries then hurries up to complain. People who talk about road accidents and road terrorism are real terrorists because if everyone thinks, makes himself accountable while driving and be aware of these causes: traffic education which is totally absent for the Algerian drivers of most of them. The theoretical or practical training is useless for many reasons including the absence of national or local forums; absence of of model lessons by an ideal teacher in presenting traffic law or driving courses so that he will be an example for other colleagues, the way in which the exam is led in isolated areas while training is carried out on worn out roads, regular road controls, no to radars because they're useless; absence of tools of theoretical training, absence of assistance by competent ministry because it is expensive, absence of coordination between managers of schools and directorates of transport or the ministry.

I thank very much the administrators who opened this page dedicated to free comment. A comment about traffic accidents also called today road terrorism. We have noticed recently that some Chinese people from the Chinese company which is building the east-west highway in our dear country Algeria drive trucks. This is unauthorized in our country according to agreements signed between the Chinese company and the ministry of public works. This is because the minister Ghol (may God protect him from every evil because he is the minister of huge projects as Algeria was waiting for such leading men) wants to secure jobs for our young people in driving trucks. This will reduce unemployment. Algeria asked the Chinese company to bring Chinese workers whose skills are not present in Algeria to build huge projects including engineers and experts. As to drivers, we have thousands of them. Moreover, Chinese workers have destroyed and damaged all small and provincial roads linked to the highway. Road accidents are a disease affecting the whole world. Algeria is one of these countries unfortunately the first in terms of victims. So we come back and say every disease has a medicine. In order to know the medicine of this disease, we must examine it well. What are its causes from school to the examiner and the individual. The examiner: we know that most examiners in Algeria don't work in their place of residence. They move hundreds of kilometres 400 to 600. will his monthly salary cover costs of transport, food, accommodation and family needs? If we solve this dilemma, we will get rid of bribery. But if things remain as they are, his salary won't be enough and would seek money from candidates. He would open the door for selling and buying. One who steals an egg can steel a camel. Schools which don't find an examiner to open the door of buying and selling driving licences, work hard to teach lessons in the best way on order to win the highest rates of success. But when it finds this door open, it will be negligent. Individual: the individual who doesn't find a school which facilitates the driving licence must learn courses which are imposed on him in order to get the licence. The result: everyone contributes to accidents.

Why do examiners take bribes? There are many factors leading to examiners taking bribes, including, most importantly, the low wages of examiners and the high cost of living. This has pushed many of them to look for other sources of revenue, even through bribes. Many countries offer examiners in the traffic service very high wages in order to prevent them from accepting bribes and violating applicable laws. Moreover, there is the absence of the rule of law, in addition to the weakness or absence of oversight bodies and complaints services at the Ministry of Transport. As a result, there is a lack of accountability. The lack of oversight and follow-up leads to the absence of transparency. Therefore, those in charge of these exams have wide freedom, with little fear of accountability and transparency. This encourages them to abuse of their functions for personal interests, which is punishable by law.
